Record a measurement of the game's bet stepper (super-user only)

PUT

/admin/games/:id/bet-segments

Replaces the bonus's bet ladder with what somebody read off the live game: a list of stretches (from_usd to to_usd, going up in step_usd) plus what the bonus costs as a multiple of the bet.

This is the game's own ladder and it is shared by every casino on this install. The provider's stepper charges everybody the same, so nothing saved here changes what a player is charged — it changes what we SELL. A stretch that claims a finer step than the game really has sells a price the stepper cannot land on, and the seat then pays whatever the game actually charges, out of the player's wallet, against a pool sized for what the lobby advertised. Sweet Bonanza's bet per line jumps from 0.05 to 0.10, so one invented rung is a 67% overcharge with nothing on screen to show it.

Saving is therefore a claim that somebody walked the live stepper and watched it. The stretches are sorted on the way in and may not overlap; a stretch that starts exactly where the previous one ended shares that bet with it, counted once. An empty list means the bonus has not been measured, and no real battle can be opened on it.

Every casino's window is re-validated against the new ladder, and a correction that would leave any of them selling nothing is refused here and names the casino, rather than being discovered one refused battle at a time.

Super-user only. game_modes carries no tenant, so this is not a permission any casino's role can hold: a permission is scoped to a membership, and there is no membership over a row that belongs to nobody. A casino sets its own minimum and maximum instead, on PUT /admin/games/{id}/pricing, which costs pricing.write.
